Proposed overpass in West Asheville, blending into community landscape.

News Summary

West Asheville is facing significant change as the NCDOT revives a controversial eight-lane overpass plan for the I-26 Connector project. Originally designed to travel under Patton Avenue, budget cuts led to reinstating the overpass. Local residents express concerns about its impact on development and views, while the NCDOT asserts alignment with environmental studies. The community’s pushback echoes past opposition to the overpass, emphasizing the need for transparency in future planning.

West Asheville’s Overpass Dilemma: NCDOT’s Bold Move Revives Controversial Eight-Lane Plan

West Asheville, known for its vibrant community and picturesque views, is facing some major changes with the North Carolina Department of Transportation (NCDOT) reviving a controversial eight-lane overpass plan as part of the billion-dollar I-26 Connector project. This project is at the heart of local concerns, especially as it has recently seen a hefty $125 million in budget cuts.

A Shift in Plans

The original design for the I-26 Connector aimed for the highway to travel under Patton Avenue, an approach that was shared with the public back in late 2018. However, as cost-cutting measures took center stage, the previously shelved eight-lane overpass design was unearthed and given the green light in July 2023. This decision has stirred quite the conversation and not necessarily in a positive way.

Community Concerns

Local planners and residents are expressing their worries about this new plan. The overpass is feared to negatively impact both local development and scenic views, a sentiment echoed by city planners who feel that there has been a noticeable lack of transparency in bringing this change back into play. It appears that significant stakeholders and political representatives were largely in the dark about these substantial design revisions until cost-saving discussions began.

From Scrapped to Approved

Interestingly, the proposal for the overpass surfaced during a pre-bid process back in June 2023, pitched by Archer-Wright Joint Venture. Upon approval by the NCDOT in July, this overpass concept turned out to be a crucial element for reducing project costs and allowed the contractor to secure the bid after previous bids came in significantly higher than expected.

Staying on Track

NCDOT insists that despite the alterations, the project remains in line with the environmental impact study completed in 2020. The revised design helps the agency avoid the complex task of relocating buried utilities and has lowered the height of other bridges in the project. The use of an overpass is now seen as the only practical approach to managing the project timeline that is aiming for completion by 2031.

A History of Pushback

What’s Next?

The NCDOT is moving ahead with plans for right-of-way acquisitions set to commence in the fall of 2026, while utility relocations are slated to start in spring 2026. While local leaders are hoping to maintain community involvement through this process, they recognize that public engagement will not resume in the same manner as it did back in 2018. Instead, updates will be provided through informational sessions, albeit with no reopening of the discussion to the wider public.

Looking Ahead

The situation in West Asheville serves as a vivid reminder of how infrastructure projects can profoundly impact communities, both positively and negatively. As tensions rise and changes take shape, residents remain on high alert, advocating for transparency and the protection of their cherished environments. The revival of the eight-lane overpass plan is far from just a construction project; it represents a pivotal moment for the future of West Asheville.
